The building was designed by prewar architect Svetomir Lazic in the early sixties, in destroyed barracks area of the city which is parallel with the railroad. Barracks were built in the XVII century and destroyed during bombing of British Aviation in 1944. Today the building has the same purpose. It is used as an institution of the court. During time two monuments and a park are erected in front of it.
